SME Low Carbon Grant Programme

The SME Low Carbon Capital Grant Programme is funded through the Local Growth Fund for Wales and delivered by Vale of Glamorgan Council to support small and medium-sized enterprises (SMEs) to invest in low‑carbon energy technologies.  

The programme aims to contribute to the LAEP strategy ambitions, reduce carbon emissions with solar and heat pumps, improve local business energy resilience, and lower operating costs. 


The fund will provide capital grants covering up to 70% of eligible project costs, with businesses required to contribute a minimum of 30% match funding.

 

The Offer

Energy Assessments 
  • The total available budget for this fund is £25,000

  • Energy assessments will cost from £500 -£1000 depending on size of business.

  • The fundwill operate on a first come first served basis and will close for applications once the budget is fully committed.

  • Energy assessments will be allocated on a first-come, first-served basis, subject to eligibility and completeness of application


Solar PV, Batteries and/or Heat Pumps
  • The total available budget for this fund is £70,000

  • Each grant award will be based on no more than 70% of total eligible costs and capped at £10,000 per SME

  • Funding will be allocated via selection from the energy assessment reports, subject to a grading panel assessing restrictions and cost and CO2 savings.

Due to the short programme timescales:

  • Funded projects must be capable of delivery without requiring a full regulated procurement process. Installations must therefore fall below the relevant public procurement thresholds and be capable of being procured through proportionate and competitive quotation processes. 
  • Individual installation measures must be under the procurement threshold of £25,000 

 

Eligibility

Applicants must

  • Be classified as a small or medium-sized enterprise (SME) 

  • Be operating within the Vale of Glamorgan – registered business address in VOG 

  • Own the freehold or hold a lease with a seven year minimum period remaining after the grant payment date. You will need to secure your landlords written consent for the proposed works

  • Be financially solvent and able to demonstrate their ability to provide match funding and upfront all costs 

  • Not have already commenced any proposed recommendations prior to any capital grant offers.

  • Be within their funding subsidy threshold 

 

 

Eligible Capital Expenditure

The grant will apply to capital expenditure within an approved project and can include

  • Solar photovoltaic (PV) systems

  • Battery linked to solar panels

  • Air Source Heat Pump (Air to water and air to air)

  • Ground Source Heat Pump (vertical, horizontal, diagonal and radial)

  • Associated installation, commissioning, and electrical works directly relatedl to the eligible technologies at Vale of Glamorgan Council discretion.
