Coastal Car Parking Charges

The Vale of Glamorgan Council is responsible for collecting charges in a number of coastal car parks

Daily charges apply to the following car parks; although vehicles displaying a valid disability badge may park for free. These charges are applicable all year*, Monday to Sunday, including Bank Holidays.

 

Height Restriction Barriers

Height restriction barriers are installed at various car park sites to address overnight use by campervans and motorhomes where this has been identified as a problem and results in Anti-Social Behaviour.

Coastal Parking Permits

Coastal permits are available to purchase at:

  • £68 for 6 months

  • £110 for 12 months

 

Coastal Parking Permits are valid for use at any chargeable Vale of Glamorgan Council run resort car park.

 

  • Harbour Road, Barry Island Main and Overflow (parking between 07:00hrs to 22:00hrs)
  • Nell's Point, Barry Island (parking between 07:00hrs to 22:00hrs)
  • Cymlau / Clifftop, Southerndown (parking between 07:00hrs to 22:00hrs)
  • Brig-Y-Don, Southerndown (parking between 07:00hrs to 22:00hrs)
  • Rivermouth, Ogmore-by-Sea (parking between 07:00hrs to 22:00hrs)

Please note: Coastal Parking Permits are non-transferrable. There is a £25.00 charge for lost or replacement permits and for a vehicle registration change.

Please note: As of the 5th December 2025, car parking charges at the Knap Terrace Car Park, Bron-y-Mor, and Cliff Parade Penarth are suspended.

ANPR Car Parks – Blue Badge Holders

If you have a Blue Badge, you can apply for a free virtual permit to exit our ANPR (Automatic Number Plate Recognition) car parks at no charge.   The virtual permit allows one vehicle registration number to be linked to each Blue Badge. It applies to the following car parks:

 

  • Rivermouth Car Park, Ogmore
  • Nells Point Car Park, Barry Island
  • Harbour Road Car Park, Barry Island

Once your vehicle is registered, the barrier will lift automatically when you leave the car park by recognising your number plate.

 

You must still clearly display your Blue Badge while parked, as this is required for enforcement checks.

 

If your vehicle is not registered

If you are using a vehicle that has not been registered, you can press the intercom call button at the exit barrier for free assistance. Please have your Blue Badge ready to show the intercom operator as proof of eligibility.

No bus or coach access is permitted at Rivermouth car park due to width and length restrictions.

 

Payment by Cash and Card

All Pay and Display Machines within the Vale of Glamorgan Council Coastal car parks accept: 

  • Contactless card payments

  • Chip & Dip card payments

  • Google & Apple Pay

 

Certain machines within our car parks no longer take cash payments and this will be displayed on the front of the machine. If you need to make a cash payment, please ensure you use one of the machines suitable and have the correct change as parking meters do not give change.

  • Step 2 – SELECT TARIFF BY USING +/- BUTTONS & CONFIRM TARIFF BY PRESSING GREEN/OK BUTTON (tariffs displayed on tariff boards and above)

If the ticket fails to print but payment has been made, your transaction will be logged. You can check this by calling our call centre if required.

The app can be downloaded from www.paybyphone.co.uk, Google Play and the Apple App Store. The app includes a map feature that allows drivers to locate parking before they leave for their destination. 


Drivers can pin their vehicle location onto the map once they have parked and the nearby parking feature instantly provides the closest PayByPhone parking location number.

Please note: the Pay by Phone app is not currently available at Rivermouth Car Park Ogmore. Please pay using the machines or by purchasing a coastal parking permit. Blue Badge holders will need to register for free use of the Automatic Number Plate Recognition (ANPR) system. If you are not registered, please use the intercom system. 

Penalty Notices

Vehicles must be parked in accordance with the current parking order.

A copy is available for inspection on request. Failure to comply with the terms and conditions as outlined below could result in:

  •  a Penalty Charge Notice (up to £70) or a Notice of Intended Prosecution being issued by the Council's Civil Enforcement Officers or
  • a Fixed Penalty Notice being issued by South Wales Police.

 

Terms and Conditions

A Penalty Charge Notice, Notice of Intended Prosecution or a Fixed Penalty Notice could be issued if:


a) A vehicle is parked without properly displaying a valid pay and display ticket/permit or Blue Badge. 

b) A vehicle is not parked within a marked parking bay or is causing an obstruction.

c) A vehicle is parked in a bay marked disabled or an area designated as being for disabled parking without displaying a valid Blue Badge.


Drivers must also observe the following:

  1. Tickets are not transferable.
  2. A valid ticket must be purchased and left inside the vehicle such that the date of purchase, expiry time and expiry date remain clearly visible to enforcement officers when viewed from outside the front of the vehicle.
  3. Please check that your ticket is properly displayed before you leave your vehicle.
  4. The driver is responsible for ensuring that the ticket remains on display in this manner for the duration that the vehicle is parked within the Parking Place.
  5. All tickets purchased are valid for the day of issue only.
  6. There shall be no overnight camping (either in a tent or campervan), no cooking and no lighting of fires/barbeques at any time.
  7. No vehicles are to be parked beyond the lines of stones present within the Rivermouth car park.
  8. Failure to comply with the above could result in a Penalty Charge Notice (PCN) or Notice of Intended Prosecution (NIP) being issued by the Vale of Glamorgan Council's Civil Enforcement Officers or a Fixed Penalty Notice (FPN) being issued by South Wales Police.

The Council, its servants and agents shall not be responsible for any loss or damage, howsoever caused to any person or vehicle, including its accessories and contents whilst entering, within or leaving the car park.
