EARLY RETIREMENT / REDUNDANCY COMMITTEE

 

Minutes of a meeting held on 20th November, 2017.

 

Present:  Councillor Mrs. R. Nugent-Finn (Chairman); Councillor V.J. Bailey (Vice-Chairman); Councillors Mrs. P. Drake, S.T. Edwards, G. John and Mrs. A. Moore.

 

 

468         APOLOGIES FOR ABSENCE –

 

These were received from Councillors V.J. Bailey (Vice-Chairman) and N.C. Thomas.

 

 

469         MINUTES –

 

RESOLVED – T H A T the minutes of the meeting held on 26th September, 2017 be approved as a correct record.

 

 

470         DECLARATIONS OF INTEREST –

 

No declarations were received.

 

 

471         EXCLUSION OF PRESS AND PUBLIC –

 

RESOLVED – T H A T under Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting for the following items of business on the grounds that they involve the likely disclosure of exempt information as defined in Part 4 of Schedule 12A (as amended) of the Act, the relevant paragraphs of the Schedule being referred to in brackets after the minute heading.

 

 

472         DETERMINATION OF REDUNDANCY – TEAM A WITHIN THE REGENERATION SERVICE – W, L AND J (MD) (EXEMPT INFORMATION – PARAGRAPHS 12 AND 14) –

 

Consideration was given to the proposals to make three employees within the above Directorate redundant. 

 

RESOLVED –

 

(1)       T H A T a statutory redundancy payment be approved in respect of L and J with effect from 28th February, 2018 on the basis of Scheme D and in accordance with the recommended benefits set out in Appendix A to the report, subject to Resolution (3) below.

 

(2)       T H A T a statutory redundancy payment be approved in respect of W with effect from 28th February, 2018 in accordance with Scheme E in accordance with the recommended benefits set out in Appendix A to the report and subject to Resolution (3) below.

 

(3)       T H A T should suitable alternative employment within the Council be available for any employee that the notices be extended to cover any trial period if necessary and Resolution (1) or (2) above be revoked together with any redundancy payment should the trail period prove successful.

 

Reasons for decisions

 

(1&2)  To support the cessation of delivery of the service as a result of the end of a contract.

 

(3)       To comply with the terms of the Council’s Avoiding Redundancy Procedure.

 

 

473         DETERMINATION OF REDUNDANCY – TEAM B WITHIN THE REGENERATION SERVICE – A, P, B, D, M, T AND J (MD) (EXEMPT INFORMATION – PARAGRAPHS 12 AND 14) –

 

Consideration was given to the proposed possible redundancies for seven employees who were employed within the above service.

 

RESOLVED –

 

(1)       T H A T statutory redundancy payments be approved for A, P, B, M, T and J with effect from 31st March, 2018 on the basis of Scheme E of the Council’s Discretionary Redundancy Policy on the basis of termination on the grounds of redundancy, subject to the employees following the Council’s Avoiding Redundancy Procedure, and subject to Resolution (4) below.

 

(2)       T H A T a statutory redundancy payment be approved in respect of D under Scheme D of the Council’s Discretionary Redundancy Policy  on the basis of termination on the grounds of redundancy, subject to the employee following the Council’s Avoiding Redundancy Procedure, subject to Resolution (4) below.

 

(3)       T H A T should restructure of the team be required, that the notices be extended to cover any restructure process if necessary and Resolutions (1) and (2) be revoked together with the redundancy payment of any employee successful in securing employment through that restructure.

 

(4)       T H A T should alternative employment be found for any employee that the notices be extended to cover any trial period if necessary and Recommendation (1) and (2) above be revoked together with the redundancy payment should the trial period prove successful.

 

Reasons for decisions

 

(1&2)  To support the cessation of delivery of the service as a result of the end of a contract.

 

(3&4)  to comply with the terms of the Council’s Avoiding Redundancy Procedure.

 

 

474      DETERMINATION OF REDUNDANCY – W (HR) (EXEMPT INFORMATION – PARAGRAPHS 12, 13 AND 14) –

 

Consideration was given to a proposed redundancy of one employee within the Directorate of Resources.

 

RESOLVED –

 

(1)       T H A T a discretionary redundancy payment be approved with effect from 1st April, 2018 on the basis of Scheme E of the Council’s Early Retirement / Redundancy Scheme subject to the employee complying with the Council’s Avoiding Redundancy Procedure and subject to Resolution (2) below.

 

(2)       T H A T should alternative employment be found for the employee, then Resolution (1) above be revoked together with the redundancy payment.

 

Reasons for decisions

 

(1)       To support the implementation of the amendments to the Council’s establishment.

 

(2)       To support the Council in achieving the financial efficiencies and organisational changes to maintain sustainable service delivery.
