Porthkerry Road/Windsor Road, Barry - Proposed Prohibition of Waiting at Any Time

Purpose of the Report

  1. To advise of objections received to the proposal for the introduction of a Prohibition of Waiting at Any Time parking restrictions at the junction of Porthkerry Road and Windsor Road, Barry.


  1. That the objections are rejected for the reasons contained in this report and that the parking restrictions are installed.
  2. That the objector is advised of this decision.

Reasons for the Recommendations

  1. To confirm the position in relation to the objection. 
  2. To enable the Order to be made.


  1. On 18th April 2018 the Cabinet Member for Neighbourhood Services and Transport and Director of Environmental and Housing Services gave approval to issue public notice of proposed Prohibition of Waiting restrictions at the junction of Porthkerry Road and Windsor Road, Barry. A copy of the report is reproduced in full in Appendix 'A'.
  2. A ward member expressed his concerns about the operation of the Porthkerry Road/Windsor Road junction due to the presence of vehicle parking on the south-western corner of the junction. This is a junction where a number of injury related collisions have occurred.
  3. The area in general is currently very heavily parked, a situation which is likely to be compounded when the existing church building located on the south-western corner of the junction is converted into 22 residential homes and office premises for up to 160 office workers, with no off road parking facilities.
  4. Public notice of the proposal was given on 7th June 2018, with objections being invited in writing by 29th June 2018.

Relevant Issues and Options

  1. Two objections were received by email, which were from the same household.  Copies of these are attached at Appendix B.  The reason for the objection was based on two main concerns and is highlighted below, together with the traffic officer response.

Concern 1:

  1. The resident (1) believes that the proposed restriction of 34 metres on Windsor Road (approx. 6 spaces, taking parking standards of approx. 6 metres per vehicle) is too long and that 2 or 3 spaces should be allowed outside the church up to the lane alongside 23 Windsor Road. The same issue has been raised by resident (2).

Officer Response 1:

  1. The reduction of this section of parking restrictions would result in the northbound vehicles being forced into the centre of Windsor Road and into the path of southbound vehicles travelling from Porthkerry Road. A junction where a number of injury related collisions have occurred.

Concern 2:

  1. The resident (2) agrees that the bend flowing from Windsor Road into Porthkerry Road requires a restriction, as currently this is a blind bend.  If vehicles are travelling in a northbound direction up Windsor Road wish to turn right into Porthkerry Road. The resident also questions if additional measures have been explored to limit the speed of vehicles in this area.

Officer Response 2:

  1. The removal of parked vehicles on the south-western corner the junction of Porthkerry Road and Windsor Road is a result of the proposed parking restrictions which will improve the visibility for both southbound vehicles and any northbound vehicles intending to carry out a left or right turn manoeuver into Porthkerry Road. The proposed restriction enabling the northbound vehicle to remain on the correct side of the carriageway on the approach to the junction.
  2. In addition the Council is currently considering a scheme proposal for a reconfiguration of the junction with associated crossing facilities which will reduce vehicle approach speeds and improve the operation of the junction. Unfortunately the necessary funding for implementation of this scheme is currently not available.

Resource Implications (Financial and Employment)

  1. The cost of making the Traffic Regulation Order and implementing the scheme is estimated at £2000, which would be met from the Traffic Management's operational budget 2018/19, and would utilise the Council's own resources.

Sustainability and Climate Change Implications

  1. There are no Sustainability and Climate Change Implications with regard to this report.

Legal Implications (to Include Human Rights Implications)

  1. The Road Traffic Regulation Act 1984 allows highway authorities to make and vary Traffic Regulation Orders to regulate the movement of vehicular traffic, restrict or prohibit certain classes of vehicle and to improve the amenities of an area.
  2. The Council is responsible for enforcing parking restrictions under the powers provided by the Traffic Management Act 2004.
  3. There are no Human Rights Implications with regard to this report.

Crime and Disorder Implications

  1. This proposal will help prevent potential disorder arising from the demand for on street parking.

Equal Opportunities Implications (to include Welsh Language issues)

  1. The proposals will benefit accessibility for all sections of the community.
  2. Public Notices advertising the proposed intention to create a new Order will be published bilingually and any signage associated with this project will adhere to the Council's Welsh Language Scheme.

Corporate/Service Objectives

  1. Improvements in the management of the Council's highway network contributes to Well-being Outcome 2 an Environmentally responsible and prosperous Vale.

Policy Framework and Budget

  1. This report is a matter for Executive decision by Cabinet.

  1.      The Ward Members were consulted on the proposal prior to and during the           statutory consultation period and no comments were received.
  2. Stakeholder consultations will take place in accordance with the Road Traffic Regulation Act 1984
