All Councillors meet to make major decisions, such as setting the Council’s budget, Council Tax, and approving key plans.

All Councillors meet annually, usually in May to make major decisions, such as setting the Council’s budget, Council Tax, approving key plans and to elect the new Mayor and Deputy.
The Cabinet includes the Council Leader and seven Councillors. They use Executive Powers make most decisions about services, policies, and strategies.
Looks at topics that support and protect those who rely on the Council, such as Social Services, Leisure, and Community Safety.
Focuses on creating great places to live and protecting the environment. Topics include Tourism, Waste Management, and climate issues.
Works to give everyone a good start in life. Covers Children’s Services, Schools, and Community Education.
Checks how the Council runs and spends money. Covers Finance, Communications, and performance.
Brings all four Scrutiny Committees together to review Council performance and finances.
Before May 2025, the Council had different Scrutiny Committees. You can still view their agendas and minutes.
Ensures the Council’s finances, policies, and risk management are robust and fit for purpose.
Makes decisions on planning applications and building control matters.
Handles applications for footpaths, bridleways, and byways.
Advises on improving public access to land for recreation while balancing environmental and social interests.
Makes decisions on licences for taxis, private hire vehicles, street trading, and other local licensing matters.
Manages licences under the Licensing Act 2003 and Gambling Act 2005, and updates licensing policies.
Reviews and updates conditions on existing licences and permits.
Ensures the Council has enough resources for democratic functions and oversees Member development.
Promotes high standards of conduct among Councillors and other representatives.
Hears appeals on Chief Officer disciplinary cases and grievances.
Decides on applications for early retirement, redundancy, and flexible retirement.
Deals with disciplinary and capability matters for senior officers.
Selects and appoints senior managers and lay members for Governance and Audit.
Oversees Environmental Health, Trading Standards, and Licensing across Bridgend, Cardiff, and Vale of Glamorgan.
Handles matters where the Council acts as a Trustee.
Represents the views of the voluntary sector and promotes joint working with the Council.
Manages the Welsh Church Act Estate on behalf of the Council.
