Replacement Local Development Plan

Local Development Plans (LDPs) need to be reviewed at least every four years to make sure they are up to date.

 

We reviewed our LDP in June 2021 and published an LDP Review Report. The report recommended an RLDP be prepared for the period 2021 to 2036. We also published an RLDP Delivery Agreement which sets out the processes, resources and timescales involved in preparing the RLDP. You can view these documents online, or view a hard copy at the Civic Offices or libraries managed by the Vale of Glamorgan.

 

We are now working on the RLDP which will help shape the Vale of Glamorgan for the next 15 years. It will help us decide what developments will and will not be permitted at different locations, and highlight areas that we need to protect.

 

Welsh Government have published a community guide to development plans. This guide covers the development plan system, how plans are prepared, and how you can engage in the process.

 

 

Consultation on Housing Growth in Barry 

The Council will soon be consulting on proposals for potential housing sites in the Barry area as part of the Replacement Local Development Plan.

 

An informal public consultation will be held between Monday 16th June 2025 and Monday 14th July 2025. 

 

A drop in public consultation event will be held at Millwood Bowling Club, Pontypridd Road, Barry, CF62 7LX on Tuesday 24th June 2025 between 3pm and 7pm.

 

The consultation will go live on the consultation portal from 16th June 2025.

Placemaking workshops

On the 30th of September 2024 the RLDP Initial Consultation Report was considered and agreed at a meeting of Full Council. In agreeing the Initial Consultation Report, Full Council endorsed the actions set out within the document and granted approval to use the Preferred Strategy as a basis for progression on to the next stage of RLDP preparation, the Deposit Plan.

 

The Initial Consultation Report included a commitment to request that the site promoters undertake informal engagement on placemaking with local communities to inform the masterplanning of these sites.

 

Placemaking events were held in respect of the key sites in St Athan, Dinas Powys and Rhoose in October 2024. The consultation information presented at these events can be found here:

 

A report detailing the comments received during the placemaking events and how these will be addressed will be published alongside the Deposit RLDP.
