Further to Minute C295 of 23rd March, 2020 Cabinet meeting, the following are to notify Cabinet of the exercising of Emergency Powers by the Managing Director by reason of the need to ensure that Council business is progressed in light of the current COVID-19 pandemic.

To approve the entering into a lease agreement for two properties for a six month period to ensure the Council has emergency accommodation available specifically for households fleeing domestic abuse and that delegated authority be granted to the Head of Housing and Building Services to secure additional leased properties for households fleeing domestic abuse should there be a need.

WG’s Landfill Disposal Tax Community Scheme

To accept grant funding for the Dragons in our Park project to help raise awareness and understanding of the importance of habitats, species and the role they all play in mitigating climate change and biodiversity loss.

Emergency Extension of Private Rented Support Services Contract

To approve an extension of up to six months for the Private Sector Support Service contract funded through the Housing Support Grant to allow the Supporting People Team to complete the full tendering process and avoid disrupting the existing service and service users.

Authority to enter into a Service Level Agreement in respect of Transport for Wales’ Fflecsi Service

Approval to support the national response to Covid 19 by providing contract centre services to Transport for Wales’ Fflecsi Service under an SLA from 18 May 2020 for an initial term of 2 months.

Update Electoral Management Services

To include a new scheme in the 2020/21 capital Programme following a WG grant in relation to work to update the Electoral management Services in line with electoral reform in Wales

Barry Waterfront – New Two Form Entry Primary School

To seek approval for the Council’s total contribution for the new two form primary school at Barry Waterfront and to seek delegated authority for the Council’s 21st Century Schools Operational Manager to agree, inspect, sign off and authorise payment of the instalments for the Council’s contribution.

To seek approval to implement an alternative procedure for the conduct of Licensing Act 2003 Sub-Committee Hearings during Covid-19 and for this procedure to be followed for Sub-Committee hearings undertaken during the period of the restrictions in place during the pandemic
